<td colspan="2" height="384">February 22<sup>nd</sup>, 2011 (Ottawa): The National Council on Canada Arab Relations has been closely following the developments taking place across the Middle East and North Africa. We are particularly troubled by reports coming out of Libya in which hundreds have been killed in military operations against its own citizens. The Council urges the international community to seek the protection of all Libyan citizens in the face of this worsening crisis.<br />
After decades of unjust, corrupt and repressive regimes, the popular uprisings are the latest in a process of the breakdown of the Arab order, a system of autocratic regimes which have alienated their people from the political process. As the International Crisis Group has so rightfully expressed in its recent statement, “Arab states suffer from a curse more debilitating than poverty or autocracy. They have become counterfeit, perceived by their own people as alien, pursuing policies hatched from afar. One cannot fully comprehend the actions of Egyptians, Tunisians, Jordanians and others without considering this deep-seated feeling that they have not been allowed to be themselves, that they have been robbed of their identities.”Now Arab communities everywhere are demanding the return of their dignity and their identity. They are seeking to regain the pride of accomplishment and respect the Arab world once held. They are struggling to assert their own self-determination and to rebuild their inequitable economies based on transparency and a fair distribution of their national wealth. The failed policies of the past 30 years, the alienation of the Arab grassroots and the ineptness of their regimes in the pursuit of meaningful issues vital to their collective interests had led to a deep sense of despair and hopelessness among the people. However, the youth of Tunisia overcame their fear in the midst of their despair, challenged the ruling order and set into motion a wave now spreading inexorably across the region. The spread of the uprisings to Bahrain, Yemen, Morocco and Libya are added fuel to what many see as the now unstoppable march forward to democratic reform and renewal of the Arab identity.</p>
<p>In this context the Council strongly supports the rights of the peoples of the region to demand democratic and socio-economic reforms in their respective countries through legitimate and peaceful demonstrations.  In addition, the Council urges the regimes in the region to refrain from violent repressions of the protests and calls upon all governments to adhere to international human rights laws and to take meaningful actions on democratic reform and economic development.</p>
<p>In Canada we strongly encourage the Canadian government to offer expertise in democratic reform and nation building including election monitoring and increased official development assistance especially as the world food crisis begins to impact the very poor in many countries of the region. Finally, in keeping with Canadian principles that strong democracies require strong civil societies, we call on the Canadian Government, NGOs and education institutions to do their utmost to respond to the critical needs of civil society in the Arab world in these historic times.</p>

</tr>
<tr>
<td colspan="2">1er février, 2011 (Ottawa): Le Conseil national des relations canado-arabes suit de près le développement des évènements au Moyen-Orient et en Afrique du Nord. Nous sommes particulièrement préoccupés par les nouvelles venant de la Libye où des centaines de civils ont été tués dans des opérations militaires. Le Conseil incite la communauté internationale à demander la protection des citoyens libyens alors que la crise s&#8217;aggrave.Après des décennies d’injustice, de corruption et de régimes répressifs, les insurrections populaires sont les plus récents évènements de rupture de l’ordre arabe, des régimes autocratiques qui ont aliéné le peuple du processus politique. Le Groupe de crise internationale a énoncé à cet effet : «Les États arabes souffrent désormais d&#8217;un mal plus sinistre que la pauvreté ou l&#8217;autoritarisme. Ils sont devenus contrefaits, perçus par les leurs comme inauthentiques. Les révoltes égyptiennes, tunisiennes ou autres ne peuvent se comprendre sans tenir compte de cette puissante sensation de ne pouvoir être soi-même, de se voir dépossédé de son identité, contraint et forcé d&#8217;accepter des politiques aux antipodes de ce que l&#8217;on est.»</p>
<p>Partout les communautés arabes demandent aujourd’hui le regain de leur dignité et de leur identité. Elles veulent retrouver la fierté de l’accomplissement du monde arabe. Ces communautés tentent d’affirmer leur détermination afin de rebâtir leurs économies inéquitables avec transparence et une distribution équitable des richesses nationales. L’échec des politiques des 30 dernières années, l’aliénation du peuple et l’incapacité des régimes à mener les enjeux de la collectivité a engendré un sens profond de désespoir dans les populations. Toutefois, les jeunes tunisiens ont surmonté leur peur, à travers leur désespoir, ils ont défié le pouvoir et ont mis en action cette vague qui se répand dans la région. La propagation des insurrections au Bahreïn, au Yémen, au Maroc et en Libye ont démarré la marche, qui semble maintenant inéluctable, vers la réforme démocratique et le renouveau de l’identité arabe.</p>
<p>Dans ce contexte, le Conseil soutient le droit des peuples de la région dans leur demande pour des réformes démocratiques et socio-économiques dans leur pays respectif et ce, au moyen de manifestations légitimes et paisibles. De plus, le Conseil incite les régimes de la région à se conformer à la charte des droits humains et à ne pas utiliser la violence pour arrêter les protestations. Le Conseil fait appel aux gouvernements afin de procéder à des réformes démocratiques et de développement économique.<br />
Au Canada, nous encourageons notre gouvernement à offrir une expertise en réforme démocratique et en construction d’état, et ce incluant la surveillance des élections et l’augmentation officielle du soutien en développement surtout dans le contexte actuel où la crise alimentaire commence à affecter les pays les plus pauvres de la région. Finalement, selon nos principes canadiens, une démocratie solide a besoin d’une société civile solide. Nous faisons donc appel au Gouvernement canadien, aux ONG, et aux établissements éducationnels pour faire leur possible afin de répondre aux besoins urgents de la société civile arabe durant ces moments historiques.</p>

				<content:encoded><![CDATA[<p><img class="alignleft" src="http://nccar.ca/StaticSite/wp-content/uploads/2009/11/090915h.jpg" alt="" width="106" height="97" />The National Council on Canada-Arab Relations (NCCAR) congratulates the governments of Canada and the Hashemite Kingdom of Jordan on the successful conclusion of their free trade agreement and on the introduction in the Canadian Parliament of legislation to give it effect in Canadian law.</p>
<p>It is a recognition of Jordan&#8217;s accomplishments in opening up to the World economy and getting its sustainable share of international trade. It also expresses the confidence of Canadian business in the opportunities offered by the Jordanian and regional markets.</p>
<p>Jordan has been a particularly close partner for Canada in the pursuit of a just and peaceful settlement of Middle East issues. The NCCAR views this agreement as a confirmation of this partnership. The Council expresses its readiness to support the new linkages that will emerge as a result of the Agreement.</p>

<p>Le Conseil National des Relations canado-arabes félicite le gouvernement du Canada et le gouvernement du Royaume hachémite de Jordanie pour leur entente sur un accord de libre-échange et l&#8217;introduction au parlement canadien de la législation qui le mettra en œuvre dans le droit domestique.</p>
<p>Cet accord solidifiera les liens économiques entre le Canada et le monde arabe. C&#8217;est une reconnaissance du succès de la Jordanie vis a vis son intégration à l&#8217;économie mondiale et de sa capacité d&#8217;accéder de façon durable au commerce international. Cet accord témoigne aussi de la confiance du secteur canadien des affaires quant aux opportunités d’échanges offertes autant par les marchés jordaniens que régionaux.</p>
<p>La Jordanie a longtemps été un partenaire proche du Canada dans la poursuite de solutions équitables et paisibles aux questions moyen-orientales. Le CNRCA estime que cet accord est une confirmation de ce partenariat. Le Conseil aimerait exprimer sa volonté d&#8217;offrir son support aux nouveaux liens qui résulteront de cet accord.</p>
